After the bishop's return from Russia in 1837, a residential building was built in which there was room for administrative bodies. Named "New House" at the beginning, the building was soon named Biljarda after billiards, the bishop's favorite game. In the following decades, various state institutions were located there: Theological-Teaching School, Girls' Institute, later Music School, Ministry of War. Apart from this, it is considered the beginning of the first museum in Montenegro, because Njegos and his successors exhibited trophy weapons and flags in special rooms.
